The growing crisis in affordable housing must be met by a national housing strategy, the Australian Greens said today as new figures revealed a huge and worsening crisis in affordable housing.
Australian Greens housing spokesperson, Senator for Western Australia Scott Ludlam, welcomed the release of the National Housing Supply Council’s State of Supply Report and called on new housing minister Robert McClelland to tackle the crisis head on.
“We have a national housing supply council, but no national housing supply strategy. We need to see a commitment from the Government to providing the programs and the funding needed to fill the huge shortfall in affordable housing availability.
“Rent and house prices have torn away from wages and the CPI: From 2001 to 2011, full-time average weekly earnings increased by less than 60 per cent, while house prices in Perth rose by 195%.
“Rents have increased at more than triple the rate of inflation, and while house prices have softened marginally this year – rents continue to rise dramatically. The report cites national RIEA figures of 85% rent increases in the last decade, but the real figures are much higher than that.
“And the crisis is growing. The new minister needs to tackle key questions; to what extent will he be directly guided by the work of the Supply Council? Will he attach targets to this new report and use this to form a national housing strategy? How is this directly informing and guiding future funding for Department of Housing and Homelessness programs?
“The growth in the gap between underlying demand and adjusted net supply of dwellings is alarming: From a gap of 186,800 in 2010 to 214,700 in 2011, at a time when the housing market is comparatively weak.
“And it is not simply a question of demand and supply, but effective demand and affordable supply. In 2010 there was a gap of almost half a million affordable and available rentals: a shortfall of 493,000. We need decisive action based on a comprehensive strategy to deal with this crisis,” said Senator Ludlam.

SUMMARY:
Last Tuesday, the Minister for Indigenous Affairs, Peter Collier, reneged on an earlier commitment to hold Fortescue Metals Group (FMG) accountable for identification and protection of Yindjibarndi heritage in the path of its Solomon Project mine. After FMG demanded that critical conditions of his consent be deleted, Minister Collier complied, clearing the way for wholesale destruction of rare and ancient Yindjibarndi heritage.
Yindjibarndi CEO, Michael Woodley, said “This is a Christmas from hell for us. It is a weak and morally wrong decision from Mr Collier. The Minister had a choice – to ensure Yindjibarndi people could properly record their sites before FMG wipes them off the face of the earth, and use this knowledge to make safe and fair decisions; or kick us in the guts and cheer on FMG’s destruction of our culture places before anyone has the chance to understand, care or know they ever existed. Mr Collier took the second option. So while FMG mining grinds on round the clock over Christmas, there will be no peace for Yindjibarndi.”

In the last two months FMG has repeatedly obstructed Yindjibarndi people from going onto their country to record their heritage and perform ceremonies. This is in breach of a condition of their mining lease that states access to and use of the land by Yindjibarndi people “is not to be restricted” by FMG, except in relation to any parts that are being used for mining operations, or for safety or security reasons relating to those operations.
FMG has fraudulently cited this “safety and security” stipulation by declaring areas YAC needs access to as ‘controlled areas’. FMG’s invocation of “safety and security” is false because no mining operations were being conducted on the land where the YAC sought to undertake surveys at the time of YAC’s visit, nor could there be for as long as the Minister’s section 18 conditions for comprehensive surveys remained unfulfilled.

The grave consequence of this obstruction for Yindjibarndi, and the advantage sought by FMG, is that after FMG mining operations have razed the country and destroyed physical evidence of Yindjibarndi heritage, there will be no certified and authentic documentary record upon which the prosecution of FMG can be based.

Mr Woodley said, “We are deeply angered that fundamental human rights standards spelled out in United Nations covenants are being blatantly violated in this state. The Minister’s decision steals from our people what is at the centre of our world, the cultural heritage that lies at the heart of our identity, our confidence, our right to exist as Yindjibarndi.”

WOODSIDE DELAY AN OPPORTUNITY FOR BETTER GAS OUTCOME

Greens MLC Robin Chapple said that Woodside’s decision to delay its final investment decision on the Browse LNG project was an opportunity for the company and its partners to find a better location for the gas hub.
“Woodside’s decision to delay a final decision on Browse is a tremendous reprieve for the ecological and cultural integrity of the Kimberley and a great opportunity for the Joint Venture partners to re-assess the location of the project”, Mr Chapple said.
“There are locations along our vast coastline that are less environmentally and culturally significant than James Price Point – which the Browse JV partners are very much aware of.”
“It is common knowledge that the James Price Point site was not the preferred location for several of the partners.”
“Woodside’s reluctance to commit to its current site represents a chance for the partners to more fully assess the huge social, heritage, and environmental impacts of a gas hub on the current site, as highlighted by the committed West Kimberley community who have opposed this project from the start.”
“I am fully confident that a comprehensive examination of the impacts of a gas hub at James Price Point would render an alternative site the more attractive option.”
Mr Chapple said that in any re-assessment of the Browse project, the Greens would demand that fugitive greenhouse gas emissions from the project – estimated to be up to 8 million tonnes per annum – be taken into account.
“The EPA must account for the massive carbon footprint of this project, and its impact on the State’s emissions targets to 2020 and beyond ahead of any final approval for a future gas hub”, Mr Chapple said.

More than 100 workers in Fremantle and Bunbury locked out of their workplaces today are the targets of an unacceptable campaign of industrial extremism by stevedoring company POAGS, the Australian Greens said today.
Greens transport spokesperson, Senator for Western Australia Scott Ludlam, said the workers were being targeted after using work bans to protest about safety concerns and POAGS dragging out Agreement negotiations for 12 months.
“Under current law workers must give 72 hours notice of a strike, but the bosses can go on strike without warning. We saw this extremism from Alan Joyce at Qantas, now we’re seeing it from POAGS.
“These workers have legitimate concerns about safety and a legitimate grievance over the company’s unreasonable delay in reaching an Enterprise Agreement.”
“The work bans, voted on and endorsed MUA members in accordance to the Fair Work Act, would have seen working continuing at the ports but with measures taken to minimise the risk of further injuries on site. POAGS unsuccessfully attempted to have the work bans removed at a Fair Work hearing over the weekend and, having lost that bid, have resorted to industrial extremism.”
POAGS is owned by Chris Corrigan’s company Qube Logistics. Mr Corrigan shot to notoriety with his attempt to smash the Maritime Union in 1998, which was ruled illegal by the High Court.
“The Greens Member for Melbourne Adam Bandt recently introduced a bill to compel companies to give 72 hours notice of a lock-out, and prevent them using extreme industrial action as a legal tactic. The actions of POAGS reinforce the need for this bill.” said Senator Ludlam. “These workers want to work and to work in safety. Denying them that right is a disgrace.”

Nicola Roxon‘s appointment as Australia’s first female Attorney-General presents several opportunities to address issues handled poorly by Robert McClelland.
McClelland’s period as Attorney-General was characterised by an apparent readiness to accede to virtually any demands for greater regulation that emerged from the Commonwealth bureaucracy. ASIO’s powers were extended — in an blatant effort to enable to spy on WikiLeaks — and a bill to enable foreign governments to obtain information about what Australians have been doing online and with mobile phone services remains under parliamentary consideration, despite criticism from the government’s own MPs. McClelland also appeared unable to comprehend the basic requirements of his role as First Law Officer, when he arbitrarily concluded that Julian Assange had acted illegally in relation to WikiLeaks’s US diplomatic cables, before an Australian Federal Police investigation concluded he was wrong.
Roxon, who has a strong legal background, would do well to commence her spell at attorney-general by taking a far more sceptical view of bureaucratic demands for ever-greater powers for law enforcement and intelligence agencies. She could start by reading the bipartisan report of the Joint Select Committee on Cyber-Safety’s report on the Cybercrime Bill, which while inadequate, spells out a number of flaws in that bill.
She could also make an unequivocal statement that Julian Assange is, once his legal obligations in Sweden are exhausted one way or another, welcome to return to Australia where he will be afforded the full legal protection to which an Australian citizen is entitled.
Roxon has also inherited privacy from Brendan O’Connor, who was Australia’s first minister for privacy. O’Connor himself was a diligent advocate for privacy and a discussion paper on a statutory right to privacy remains on foot. But the government’s overall willingness to protect privacy must be strongly questioned, courtesy of its willingness to sign up to US-inspired trade treaties that remove basic privacy protections at the behest of the copyright industry, and its ongoing consideration of ISP data retention laws.
Roxon could send a strong signal that privacy is an important issue for the government, and that it is prepared to work to protect Australians’ privacy, including in the face of attempts by other countries to erode it.

FMG imposes ‘apartheid-like’ rules on Yindjibarndi visits to country
FULL STATEMENTATTACHED
Having acquired a limited right to mine in Yindjibarndi country, FMG is now demanding that Yindjibarndi people stay out of their traditional country and apply to FMG ‘managers’ for permission in writing to enter.
The Yindjibarndi Aboriginal Corporation (YAC) has rejected FMG’s conditions.
YAC has made it clear to FMG that the purpose of their current visit to Ganyjingarringunha (Solomon Hub) is not to prevent FMG from exercising any of its mining rights, but to peacefully go about their cultural business.
This journey of ceremony and cultural recording may be the last opportunity Yindjibarndi elders have to make a full record, which can be used by future generations of Yindjibarndi to restore and revive traditional connections – once FMG’s 40 year right to mine ceases, and the enormous task of rehabilitation begins.
FMG’s controls would effectively prevent Yindjibarndi traditional owners from recording heritage that is most critically endangered by the expansion of FMG’s Solomon mining project; and simultaneously prevent independent archaeologists and anthropologists, who have volunteered their professional assistance, from getting a close-up view of, and recording with digital media, the songs and ceremonies for that country, and the country itself, before it is destroyed by FMG.
“This FMG notice is a throw-back to the pre-1967 laws that controlled when and where our people could go, made us beg for travel permits, and kept us under constant surveillance and the fear of punishment,” said YAC CEO, Michael Woodley. "Such laws were abolished half a century ago because they were destructive and unjust, and because the Australian people recognised that they rubbished our Human Rights as the first Australians. Now, in country they wish to mine, FMG want to bring back these dark ages… We are very disappointed by FMG’s attempt to impose these ‘apartheid-like’ conditions.”

URANIUM ROYALTY RATE WON’T PAY FOR TOXIC LEGACY: GREENS
Greens MP Robin Chapple has moved to block the State Government from introducing a 5% royalty on uranium exports from WA.
“The Greens oppose uranium mining in Western Australia. It is not like other mining because uranium fuels the nuclear cycle which is inherently dangerous at all its stages. It is destined to become nuclear waste or even nuclear weapons”, Mr Chapple said.
“The Barnett-Grylls government has proposed royalty rates of 5% for uranium. I’ve moved to disallow the regulations and Parliament will debate this in the New Year.”
“5% royalty is less than the royalty on iron ore – less than the royalty on many other mining operations in WA.”
“The argument that uranium should be rated at 5% because it is shipped as a concentrate fails to properly consider the full impact of uranium mining on the State and community of WA. Royalty rates are intended to reflect as assessment of the benefits to the community.”
“Uranium mining leaves a legacy of radioactive waste at the mine site for tens of thousands of years. It has been proven to be hazardous to workers in the industry and has caused a terrible toll in deaths and health issues throughout its history.”
“This is a legacy which the State of WA will ultimately be responsible for – and the royalty rates should reflect this very significant future liability.”
“The highly radioactive nature of uranium mining requires establishing an expensive new regulatory regime in WA – and the community shouldn’t be picking up that bill. Miners should be covering that cost.”
“I will be working over summer with my colleagues in the Legislative Council to impose a much higher royalty on Uranium when this matter is debated in early 2012.”
“I call on the National Party to consult with their constituents about this matter over the summer. The royalties to regions program will have little to gain from a 5% royalty on uranium – yet it will be regional communities who face the local consequences of uranium mines imposed in their areas.”
